Carelessness leads to.....?

For many of the problems that exist in this world, the main reason is Carelessness. If Govt. put some rule means then no one will follow it and they will start to do the things that they like and not worrying about others. People like this don't concentrate in their own work and don't listen to other words. For example here I will tell you one example, here Government put one rule that "Don't use Cell phones while driving". But how many of them are obeying this rule. Recently I saw one accident which occurred due to Cell phone. Why no one obeying these kind of things? What's the reason for this? The person who driven the vehicle has died due to his carelessness..... Now you people got the meaning of my title?
